Brazilian Court Orders Age Checks on Casino Apps in the App Store

A court in São Paulo has ordered Apple to keep under-18s from downloading a casino app and to verify age before in-app purchases in it. The case was brought by three child-rights organisations over Casino Roulette: Roulettist, which sells chips for real money and, they argued, never asks how old the buyer is. Non-compliance carries a daily fine of R$500,000.
What was announced
The ruling came from Brazil's Court of Justice of São Paulo on September 22 and is narrow in wording but pointed: Apple must stop users under 18 from downloading the named app, and must verify age before in-app purchases within it.
The case was filed in August by three organisations — Anced, Educafro Brasil and Centro Santo Dias de Direitos Humanos — over Casino Roulette: Roulettist, an app offering poker, baccarat, roulette and slot machines with chips bought for real money. Their argument was that the App Store listing carries an 18+ label in its title but the store never asks the buyer to prove an age at any point, before download or before purchase.
The penalty attached to non-compliance is R$500,000 a day, roughly $90,000 at exchange rates as of September 2026.
What it means for players
For an app store, the difference between a label and a check is the whole question. Age ratings on both stores have always been declarative — a developer states an age band, and the store shows it — while real verification has been left to the app.
Brazil is the market testing that first, and the decision has a shape other regulators can copy: not a ban on the app, but a requirement that the store verify age at the point of purchase. If it holds, the practical result for Brazilian users is an ID or age check inside the App Store flow for this category.
It also lands in a country that has been pressing on this for months: Brazilian officials formally notified Apple about betting apps in April, and the App Store already requires a Brazilian betting licence for that category.
What happens next
Apple has not said publicly whether it will comply or appeal. The order names one app, so the immediate scope is small; the broader question is whether the same court extends it to the category.
