Toca Boca World is a digital dollhouse with no score, no timer and no way to lose: children move characters through apartments, shops, a hospital and a bakery, dress them in the Outfit Designer and build new ones in the Character Creator. The base app is free and carries no advertising at all. Everything past the starting locations is sold as a pack, priced from $0.99 to $4.99 each.
Specs come from the official store listings and were last checked on 2026-09-07. Developers change pricing and requirements — check the store page before installing.
Three absences define this app. There is no advertising — the Google Play listing carries no Contains ads badge, and the developer states plainly that no third-party ads appear, which is rare in a free children's title. There is no fail state: nothing counts down, nothing is scored, and a session ends when the child stops. And there is no chat or multiplayer, so a stranger cannot reach the child through the app. Apple rates it 4+, the developer describes it as COPPA compliant, and the collected data is limited to coarse location plus purchase and device identifiers.
The business model is add-ons, not a subscription. Individual purchases include the Character Creator at $4.99, a Hospital at $3.99, an adidas Style Pack, a Modern Mansion and a Mall at $2.99 each, a University and a Vacation Pool Villa at $1.99, and smaller furniture packs from $0.99. There is no bundle that unlocks everything, so a child who wants the full world is looking at a running total rather than one payment. Prices are US listings and change with promotions, and the store keeps adding locations, which keeps the total moving.
The three creation tools carry most of the replay value. Character Creator builds a person from face, hair, body and skin options rather than picking from a roster. Home Designer places furniture freely in a room, with no grid or budget to obey. Outfit Designer mixes clothing across a wardrobe grid so the same character changes between scenes. Around them sit the roleplay locations — a vet clinic with animals to treat, a bakery to run, a classroom, a film studio — each a stage rather than a level. The listing claims more than 60 million monthly players.

For children roughly four to nine it is one of the calmest things on a phone: no ads, no chat, no way to fail, and no pressure to return daily. Buy it knowing the model — the free app is a demonstration, and the world people describe online is assembled from packs. Set purchase approval on the phone before handing it over, and treat the store list as a birthday-present menu rather than an evening decision.

The app is free to install and includes a set of starting locations and characters with no advertising attached. What costs money is expansion: homes, shops, the hospital, the university and the Character Creator are sold separately from $0.99 to $4.99. Nothing expires, and no subscription is involved.
A paid tool, $4.99, that builds a character from face shape, hair, skin tone, body and clothing rather than choosing from a fixed roster. Children who use it tend to treat their creations as ongoing characters across scenes, which is the point: without it the cast is limited to the ones the app supplies.
There is no single price. Packs run from $0.99 for furniture up to $4.99 for the Character Creator, with most locations at $1.99 to $3.99, and new ones keep arriving. Buying every current pack costs well over $30, which is worth knowing before a child starts asking for them one at a time.
Purchases go through the normal App Store or Google Play flow, so the platform's own parental controls decide it — requiring a password or approval for every purchase blocks it entirely. The app has no separate wallet, no currency to top up and no loot boxes, which makes accidental spending less likely than in games with coins.
Avatar World from Pazu covers almost the same ground with a coin economy instead of paid packs and rates higher on both stores. Roblox offers far more content and social play, but adds chat, an age check and a currency, none of which apply here. For under-sixes, this one stays the simpler option.
